On November 30, Ministry of Finance issued a notice on adjusting the cross-border e-commerce imported retail commodity list (herein after referred to as “the List”).
In addition, the commodities in the List are subjected to the regulatory requirements stipulated in the Notice on Improving the Work Related to Cross-border E-commerce Retail Import Monitoring; other commodities which fall outside the scope of application of this Notice are subjected to the following requirements:
(1) The commodities in the List are exempted from submitting license to the custom; directly purchased commodities shall be monitored in accordance with the monitoring requirements of personal belongings; online purchased bonded commodities shall be monitored the first time when entering the bonded area in accordance with the goods supervision requirements, and the second time monitoring shall be implemented in accordance with supervision requirements for personal belongings when leaving the bonded area.
(2) In case that the first-time execution of import license approval, registration or filing requirement for cosmetics, infant formula milk powder, pharmaceuticals, medical devices and specialty food (including health and foods for special medical purposes) is mandatory according to law, corresponding regulations shall be implemented in accordance with related laws of the state.
