Premier Li keqiang made an important speech on cross-border e-commerce at the executive meeting of the state council on July 13. Below are the main arguments:

1、Accelerating the development of cross-border e-commerce will not only better meet the demand of people's consumption upgrading and domestic development, but also help stabilize foreign trade. Good experience and good practice should be replicated and promoted throughout the country.
2、Promote the development of cross-border e-commerce in a larger range. Choose the best among regions with good basic conditions for e-commerce and import and export development potentials, and give priority to the Midwest and Northeast regions. Establish a group of cross-border e-commerce comprehensive experimental areas in 22 cities including Beijing, Hohhot, Shenyang, Changchun, Harbin, Nanjing, Nanchang, Wuhan, Changsha, Haikou, Nanning, Guiyang, Kunming, Xi'an, Lanzhou, Xiamen, Tangshan, Wuxi, Weihai, Zhuhai, Dongguan, Yiwu,and etc.
3、We should not underestimate new driving forces and new business forms such as cross-border e-commerce. With rapid development,they are able to not only facilitate people's life and force the transformation and upgrading of China's manufacturing industry, but also drive the development of logistics, payment and express delivery services, and further promote the development of foreign trade.
4、Since 2015, 13 comprehensive experimental areas for cross-border e-commerce including Hangzhou and etc.approved by the state council have achieved positive results, with cross-border e-commerce transaction volume more than doubled in two consecutive years.
5、To promote the development of cross-border e-commerce, we need to "keep an eye abroad", not only to provide Chinese people access to buy foreign goods, but also to promote the export of products from "double innovation" companies as well as small and micro businesses.
6、Relevant departments should improve supporting policies, support the healthy and rapid development of cross-border e-commerce, create new growth points in foreign trade growth, and maintain the due status of China as a major export country.
7、We should deepen the empowerment and service management reform of the foreign trade sector.Taking cross-border e-commerce as the breakthrough point, we should further simplify process, examination and approval in logistics, warehousing, customs clearance, and etc., improve customs clearance integration, information sharing and other supporting policies, promote comprehensive, prudent and effective innovation in supervision, and encourage innovation in international trade liberalization, facilitation and commercial forms.
8、We should increase the import of competitive products, encourage enterprises to speed up the building of "overseas warehouses" and global marketing networks, build well-known cross-border e-commerce brands, actively explore diversified markets, promote stable development of foreign trade, and improve international competitiveness.
