CFDA Shanghai Branch has investigated and dealt with a batch of imported capsules and other special formulations of foods. These capsules are imported in the name of foods, but they actually belong to the health product category under China's CFDA legal regulations. 
 
The country of origin marked in the “Natural Elements” brand soybean extract compound capsule product is the United States, and the domestic dealer is Shanghai Jiaoda Onlly Co., Ltd.
 
According to the introduction of the official website of Shanghai Jiaoda Onlly Co., Ltd., the health food field has adhered to the policy of “walking on two legs” to introduce 5 categories and nearly 50 sub-categories of “Natural Elements” nutritious supplement products from the factories with FDA and GMP production qualifications in the United States in 2005 in order to expand production lines and adapt to the market demand. This brand includes microbial mineral type, plant extract type, marine organism type, protein powder type, and bee product type; its production lines almost cover the vast majority of species and varieties in the market, and its market share is in a leading position in the same industry.       
 
“Natural Elements” brand soybean extract compound capsule product packaging shows that this product contains soybean isoflavone, but this product is not marked with the health food label and approval document. Obviously, this product is an imported capsule type common food.
 
In fact, the supervision “loopholes” of imported capsule type foods have always existed for many years. Domestic enterprises cannot obtain the production licenses for tablets, capsules and other special forms of common foods, and the enterprise standard for food safety cannot be recorded; such domestically-produced products are produced impossibly at all. However, there are no specific legal regulations for the supervision on the forms made of the foods imported from overseas. 
 
This investigation may mean that the CFDA will strengthen the supervision on various health products.
