According to the relevant provisions of the Food Safety Law of the People's Republic of China and Measures for the Administration of Registration and Filing of Health Food on the filing management of health food, in order to further implement the requirements of streamlining administration, delegating more powers to lower-level government and society, improving regulation and optimizing services, State Food and Drug Administration organized to formulate the Guidelines for the Filing of Health Food (Trial) on the basis of catalogs of health food raw materials and functions distributed previously, and built a filing information system for health food, opening a new situation of the "double-track" management, namely health food registration and filing.

For the implementation of filing management, if the health food is included into the catalog of health food raw materials, Company is required to fill in information related to the company and filing products through the information system according to regulations and procedures, file the filing application, and answer for the authenticity, integrity and traceability of the filing materials. Where the filing materials meet the requirements, Food and Drug Administration shall put them on record on the spot.

Next, State Food and Drug Administration will adhere to management according to law, scientific management, the combination of streamlining administration, delegating more powers to lower-level government and society, improving regulation and optimizing services, equal attention to reform and rectification, and principle of social governance, further promote the reform on health food review and approval and filing management system, adopt the way of "open application, open demonstration and open results", gradually and progressively expand the material catalog from three levels, namely the raw materials of vitamins and minerals, a single raw material formula and homogeneous formula, and promote and release the product filing management, gradually forming a new pattern of supervision featuring more filings but less registration approval.
